BORDER COOPERATION

2nd Call for Proposals in the frame of the Operational Programme IPA Slovenia-Croatia 2007-2013 was published on 16 April 2010. The Call will be open till 30 June 2010. The IPA Operational Programme Slovenia-Croatia 2007-2013 is designed to promote cross-border cooperation between Republic of Slovenia and Republic of Croatia. Overall objective of the programme is to create a dynamic cross-border area with intense interactions of development actors and their stakeholders on both sides of the border towards the jointly defined goals. The subject of this Call for Proposals is co–financing of operations from the IPA funds corresponding to the following measures within Priorities 1 (Economic and Social Development with measures: Tourism and rural development, Development of entrepreneurship, Social integration) and Priorities 2 (Sustainable Management of Natural Resources with measures: Environmental protection and Preservation of protected areas) of the IPA Operational Programme Slovenia-Croatia 2007-2013. The amount of 11.900.115 EUR from the IPA Fund under this Call for Proposals will be available for co-financing operations.

Macedonian Minister of Local Government Musa Xhaferi and Kosovo Minister of Local Administration Sadri Ferati have signed an agreement on border cooperation between the two countries.  The IPA Cross Border Cooperation Programme Macedonia - Kosovo will cover some 32 Macedonian municipalities from the three regions, Skopje, Polog, Northeast, and Skopje City areas.

The Minister of European Integration of Albania,  Ms. Majlinda Bregu, and the Minister of Local Government Administration of Kosovo, Mr. Sadri Ferhati,  signed an IPA-supported cross-border programme between Kosovo and Albania amounting to 1.2 million EUR.

In April, European Commission has opened new Cross Border Cooperation (CBC) between Macedonia (FYROM) and Albania, through Call for Proposals with the reference number 129 993.


The global objective of the programme is to promote sustainable development in the cross-border area.

The specific objectives of the Programme are:
·        to support the establishment of joint actions and strategies aiming at protecting and valorising the natural resources of the region.
·        to foster sustainable economic development of the region.
·        to develop long term partnerships and networking between civil society organizations (NGOs, sport organizations, etc), professional organizations (i.e. Chambers of Commerce, entrepreneurs and farmers’ organizations) and decentralized institutions, particularly schools and faculties, including research and development units.

SERBIA

On 30 of April 2010, European Instrument for Democracy and Human Rights has opened Call for proposals under Country BAsed Support Scheme (CBSS), under reference number  EuropeAid/130035/L/ACT/RS. This Call is open to all non-profit legal entities, coming from the NGOs, higher education institutions, independent political foundations (NOT political parties) that are originating from the EU Member States, IPA beneficiary countries or members of EEA. Taking into consideration that nature of the CBSS, organisations established in Serbia under Serbian legislation are encouraged to apply. In case that the applicant is not established in Serbia, partnership with local organisations is compulsory.

Priorities of this Call for Proposals are identified as:
i) strengthening the role of civil society in promoting human rights and democratic reform
ii) supporting the peaceful conciliation of group interests
iii) enhancing political representation and participation
iv) enhancing the inclusiveness and plurlism of civil society

Ministry of youth and sports in Republic of Serbia has opened Call for Proposals for inclusion of NGOs in the process of implementation of National Strategy for youth through realisation of the projects focused on realisation of priority objectives of the Strategy and activities planned with the Action Plan. This Call is open to registered youth NGOs, registered at central registry, with 2/3 of activists under 30 years of age, as well as NGOs that are working with youth and that had experience in work with you.
Tasks under this Call for Proposals include:

·        Organisation of the at least one round table in selected district on which will be amended working version of the draft Law.
·        Organisation of at least one public event for youth and in cooperation with youth
·        Regular reporting to the Ministry of youth and sports about progress in project.
Predicted period for implementation is 3 months from the date of contract signature. Maximum budget allowed for one project is 800.000 RSD.

Deadline for submission of project proposal is 25 May 2010, date of dispatch.

A Call for Proposals is published by the Ministry of youth and sports in Republic of Serbia. Main objective of the Call is establishment of permanent mechanisms of cooperation between governmental and non-governmental sector, capacity building of youth associations and to enable them active participation in realisation of the objectives of National strategy for youth.
Applicants can be registered organisations, youth organisations with 2/3 of members under age of 30, which are working in Republic of Serbia.

Call for application for vocational support in career leading and consulting of young talents and implementation of Strategy of career development and consulting, as well as promotion of the process of institutional building for implementation of youth policy, is published by Ministry of youth and sports in Republic of Serbia. Main Objective of this Strategy is to make better use of human resources in Serbia through creation of clear connection between education system and labour market. In this purpose, it will be selected ONE organisation that will provide vocational and technical support to career development and consulting to young talents with objective of implementation of Strategy for career development and consulting.
Deadline for submission of the applications is 20 May 2010, date of dispatch.

CROATIA

European Week 2010 continued on Friday, the 7th May 2010. with series of events in Istria which was attended by State Secretary for European Integration. sc. Andrej Plenković. In College of Business and Management with public rights, Baltazar Adam Krčelić in Zapresic, lecture was held by Secretary of State for Political Affairs, Ph.D. Davor Bozinovic, while at the same time it was organized by the Ministry of Foreign Affairs and European Integration lectures entitled as "Croatia on its road to the EU" in the City Library in Vinkovci and Vukovar, and in high school, "Ban Josip Jelacic" in Zapresic. State Secretary Bozinovic, in his lecture "The process of Croatian accession to the European Union", stressed that the Republic of Croatia is in the final period of accession negotiations, because they are open almost all the chapters and closed more than half and stressed the determination to implement the remaining reforms. In Istria it was organized presentation of the activities of the county in the area of international cooperation and European integration and the Adriatic Euroregion - EU Strategy for the Adriatic. In Pula Secondary School it was held a lecture for high school students, and from Bale was directly transferred the show "Croatian in live - Euromagazin in live. "State Secretary at the Plenković conference at the headquarters of Istria County praised the activities in the preparation and implementation of projects financed from the funds of the European Union and stressed that these activities, especially in the context of interregional and cross-border cooperation, can serve as a good model.
